Aha.  I think that's the explanation.  Thanks.  I'll try again after
reconfiguring / rebuilding the binary.

Might I suggest that if the configuration file contains a refclock line,
but refclocks weren't enabled in the build, a warning diagnostic should
be issued at startup, instead of just silently ignoring the situation.
