Rate limiting for msyslog()

It appears there's room for refactoring maybe_log_junk() in ntp_proto.c to
use maybe_log().
I also note humanlogtime() could use sizeof(buf) in a few places where
TIMESTAMP_LEN is referenced, so those references would be independently
correct.
