Ascii docs, paragraph breaks in lists

I have found a fix, but I don't understand what's going on.

I started with
  blah, blah...
  +
  blah, blah2, ...

That looked like
  blah, blah... + blah, blah2, ...
in both html and man pages.

I tried
  blah, blah...
+
  blah, blah2, ...
That worked in html, but the second paragraph was indented an extra level 
in man pages.

While looking at other doc pages. I saw:
  blah, blah...
+
blah, blah2, ...

So I tried that, and it looks good in both html and man pages.
