Any FreeBSD wizards ?

On a fresh FreeBSD install and a fresh ntpsec build+install, I get
  INIT: must be run as root, not uid 123

That's when using the normal rc startup stuff.
It worked after I ran it from the command line for a while.

Does anybody understand what's going on here?
(The code is all there.  I should be able to figure it out, but I don't 
get it yet.)

 From my /etc/rc.conf
  ntpd_enable="YES"
  ntpd_program="/usr/local/sbin/ntpd"
  kld_list="mac_ntpd"                # for ntpd to droproot
  ntpd_flags="-g -N -u ntpd:ntpd"    # Additional flags to ntpd
