new waf vs PYTHONDIR

dist-packages is for system (distribution) unstalled packages
site-packages is for user (site) unstalled packages

site-packages was always the correct sub-dir, when user installed.
Since waf changed it, the PYTHONDIR var needs to be changed to match.
