I agree that the current DEBUG stuff needs fixing.

I think we can get around the droproot type problems by having a module 
for each environment and picking the right one at build time.  The 
disadvantage with that approach is that if there is any code common to 
more than one implementation, then it has to be maintained in several 
places.
