0. Someone should update the "devel/hacking.adoc" release process checklist,
later.
1. It's past time to release; we have landed new features and significant bug
fixes, and too many days have passed.
2. Everyone awake and engaged knows/writes; NEWS and TODO files are always
outdated, so ignore them.
3. We are not getting a quorum because of absent devs; it is too long, cut the
release soon.
4. The build-bots are mostly succeeding:
a. Usual bouts of Heisenbugs run their course
b. macOS-14-m1 runners are still timing out (under-provisioned?)
c. You switched off the asciidoc-3 jobs.
d. Various jobs no longer barfing on -Wall -Werror
e. The cross-armhf builders have been quieted.
11: I suggest a local container instead of a remote one.
