What is the purpose of devel/ifdex-ignores?

They seem to have moved there around 11efdf9fa35bfcfc4adeabe168a4f35f2e0c5f2c
2015 Sep 30 from HAVE_*, dunno my instant expert credentials expired.
Probably to indicate intent to use not just presence.
