NTS-KE no longer listens on port 123

That's my last important change for 1.2

There may be bumps in the road since the client in the current release defaults to 123.  Users running old code (released tarball) will have to add ":4460" to their server name if they want to contact a server running this new code.

The good news is that the logging crap from bad guys probing seems to have vanished.
