Never been that way on Gentoo, never will be.  So, for the love of
the Goddess, NO.  Also not valid on most distos.

I suggest you spend some time with PEP 394:

https://www.python.org/dev/peps/pep-0394/#recommendation

Then look at how often it changes.

On  many distors, like Gentoo, the building Python is not always the target
python.
