I changed the wording to this:

    <p>TDOP is a dimensionless error factor.  Smaller numbers are better.
    TDOP ranges from 1 (ideal), 2 to 5 (good), to greater than 20 (poor).
    Some GNSS receivers report TDOP less than one which is theoretically
    impossible.</p>
