--enable-debug

So, it turns out that --enable-debug-gdb does not imply --enable-debug
like I guess I assumed. As a result, the Debian packages do not have
--enable-debug.

Does the project have any recommendation/preference for downstream
distributions? Should we enable debugging?

On the one hand, the answer seems like "obviously yes". But then if
that's the case, why does --enable-debug exist and default to off?
