I just pushed a NTS IP Address fix

I've pushed a fix for my problem (numeric IP address).  I had forgotten to 
remove Gary's patch to avoid the segfault.  I guess I did most of my testing 
before I pulled that change.

Gary reported troubles with nts3-e.ostfalia.de

It works for me in a quirky sort of way.

>From ntp1.glypnod.com, I get 1 out of 4 packets.  It's predictable.  The first 
3 fail.  The 4th works.  You can see the length ramp up.  I assume somebody is 
filtering and/or their filter is not doing what they expect.

It works from my home where it is going through a NAT box.

Does anybody have any examples they expect to work that aren't working?
