I do not see /usr/local/conf or /usr/local//keys in the FHS:

Look in Section 4.9:
Directory Description
bin Local binaries
etc Host-specific system configuration for local binaries
games Local game binaries
include Local C header files
lib Local libraries
man Local online manuals
sbin Local system binaries

My path is from the FHS. Since we are storing the master keys, it seemed
liked "keys" was good enough. Maybe you prefer: "masterkeys.conf"?
I'm don't care that much if there is something better.
