For things like that, I grep -r docs/

That misses the man pages that are in the directory with program sources.

INIT gets 2 hits.  Neither looked like what you are looking for.  Probably it 
should go in ntpq since that's the way most people will see it.

Searching for INIT in the code directory gets lots of logging messages.  They 
can be filtered out with grep -v INIT:
