I don't have any solid numbers.  I just have a memory of comments about the 
NIST servers being very busy with no comments saying that it wasn't a problem.

I'll see if I can get some modern data.

Another potential disadvantage of a small/simple server is that it won't support smearing.  (Or at least if it does, it won't be small and simple any more.)
