I never said, or meant to imply, 'bidirectional'.  And 'management'
does not capture what I was thinking.  Maybe 'coordination'?

I see the need for some sorts of communication between NTPD servers
and NTS-KE servers.  Unclear which direction is optimal, but I don't
see bidiretional as required (yet).
