"--python" should not need to be passed to waf.

Please change these: 
CFLAGS="-O2" ./waf configure \
CFLAGS="-O2" ./waf build
DESTDIR=$RPM_BUILD_ROOT ./waf install

To:
%{__python3} ./waf configure \
%{__python3} ./waf build
DESTDIR=$RPM_BUILD_ROOT %{__python3} ./waf install

Let's see if that helps.  waf sets a reasonable CFLAGS already.

Is there a git repo for your spec file work?
