ntpleapfetch broken on FreeBSD 11.2 or NetBSD 8.0

"function" seems not to work in sh scripts.
I doubt if ntpleapfetch ever worked. I don't use it. This showed up with the
bin_check addition. (Thanks!)
Anybody recognize this?
FreeBSD:
[murray at ted3 ~/ntpsec/play]$ ./ted3/main/ntpclients/ntpleapfetch --version >
foo
