Per the Python doc:

"The default Python will be located and used."

So, broken per the Python doc.

Don't care.  NTPsec conforms to upstream Python policy, not Debians.
Debian is free to break what ever they want.

Don't care about python executable.  The Python docs clearly
explain alternate means of compliance.

By not complying with Python policy then Debian is broken.  Complain to
the Python people.

NTPsec conforms to the way the Python people designed, documented, and
ships Python.  You want it changed, complain to them.

Or, put another way, when you get Python to change their documentation
the NTPsec project will follow their lead.
