I don't know of any testing in that area.  That would probably be a good idea 
if anybody really wants to use that code.  It should be simple to set up a 
leaping server and watch it (with noselect) from a non-leaping server.

The current code only allows leaps on the first day of a month.  The 
--enable-leap-testing option disables that so you can test once per day 
rather than once per month.  The idea is to hack a leap-seconds file.  There 
is contrib/make-leap-seconds.py to help testing.
