--enable-leap-smear

A Debian user has filed a feature request asking me to compile with
--enable-leap-smear.

As I understand it, that option is not harmful to people who want
normal, unsmeared time. It takes explicit action in ntp.conf to enable
smearing, so that seems okay to me.

Assuming one configures with "leapsmearinterval 86400"...

Is the leap smearing in NTPsec compatible with the new Google leap
smear: https://developers.google.com/time/smear

Specifically,

1) Is it linear (not cosine)?
2) Is it noon to noon UTC?
