ntpsec in chroot

Hello,

When running ntpsec in a chroot I currently get:

ntpd[30195]: REFCLOCK: refclock_params: kernel PLL (hardpps, RFC 1589)
not implemented
ntpd[30195]: REFCLOCK: NMEA(0) set PPSAPI params fails

So no PPS time functionality is used.
Running ntpd out of the chroot does not show these lines and PPS
functionality is available, used, etc.

What is missing from the chroot to be able to use PPSAPI?
