Ah, now I see the problem on the RasPi.

These work, when you use just one or the other:

    # Uputronics on gpio 18
    dtoverlay=pps-gpio,gpiopin=18

    # adafruit HAT on gpio 4
    dtoverlay=pps-gpio,gpiopin=4

But put use both and you still on get one /dev/ppsX

Also, you would expect this to work, but it also jsut give you one
/dev/ppsX:

    dtoverlay=pps-gpio,gpiopin=18,4

So the problem is with the RasPi kernel.  Go ahead and nag them for us.
