Things are happy again.

I think I've figured it out, but I don't have a smoking gun, a clean fix, or 
a reproducible test case.

I think the problem was that I have servers setup to depend on each other.  
Several have good refclocks.  As long as most of them are working, everybody 
is happy.  But if I restart too many of them quickly enough there aren't 
enough working systems to get started.

I haven't had a power fail in many months, so that hasn't tested anything.  I 
don't remember any problems getting going after the last one.  I assume I 
"fixed" a config file or something.

Now I have to go figure out the minimal set of external servers I can depend 
upon.  I have a slow DSL line that is a good bufferbloat demo so I'd like the 
answer to be null.  But I don't trust any single refclock or driver.

There should be something describing this case in our documentation, but I 
don't remember seeing it.
