Python on NetBSD - /usr/pkg/ vs /usr/local/

It's just the same old mess that I didn't recognize because of the /usr/pkg/ 
rather than the familiar /usr/local/ slightly complicated by a version that 
got installed someplace on the search path a while ago and is now out of date.

I just pushed README-PYTHON
Please check, fix, rename, whatever.
