ntpd: Gross CPU usage

Thanks.  That's the hint I needed.

It's working normally after a reboot.  I had downloaded a new kernel but not 
rebooted to run it because I had a long running job going that I didn't want 
to disturb.  I assume some new library assumed it was running on the new 
kernel or such.

(Now to figure out how to restart that job.)
