What's the story on day/year from refclocks?

I have 2 devices with GPS wrap around glitches.

One is a HP/Lucent box.  It gets the date from the text string.  Fudging 
works.

The other is NMEA.  It gets the right time and the current date, ignoring the 
date in the text.
