[BUG] waf: build system keeps old version strings around in cache files

Can someone please fix this stupidity that waf is doing with the version
strings?  It keeps the version around in multiple files, some of which
only get topuched when reconfiguring.  I should be able to build from
any git checkout and not have to remember to jump through all those
hoops in order to get the correct versions shown.
