Is there a type for that?  Is in exposed to the outside world by an API?  Any 
use within glibc?

My problem is not use within ntpd, it's ntpd talking to the outside world.  
In one direction, it's NTP packets that use l_fp.  In the other direction, 
it's time_t and timespec to interface to the kernel.
