libsodium broken on NetBSD

More on this tangle.

My notes (and .bashrc) say that NetBSD 6.1.5 needs
  export LD_LIBRARY_PATH=/usr/pkg/lib

With that, ldd prints out reasonable stuff and runs well enough to print out 
the version string.
But when I su to root, that goes away.

I don't know where the "6.1.5" part came from.  I now see the same troubles 
on 7.0.2.

I think this is the first time we've used anything from /usr/pkg/lib in ntpd.
