Gitlab yesterday found spammers uing their submission system.  Their
cure was worse than the disease...

Eric did that.  Also notice the LSB is always zero, which is clearly
also wrong.

I need it because I can now make a RasPi 3 have an offset and jitter
consistently less than 0.001.  Details here:
