Since I know destdir worked for me in the package build, I looked into
this again to figure out what was different.

I retract my claim about destdir being broken. I was trying to pass
--destdir to configure, and it didn't work. When I pass --destdir to
install, it does work.

I think that's what you were trying to tell me:
