I get this:

spidey ntpd # ntpq -c assoc

ind assid status conf reach auth condition last_event cnt
===========================================================
  1 24665  961b   yes   yes  none  sys.peer clock_alarm  1
  2 24666  9314   yes   yes  none   outlier   reachable  1
  3 24667  941d   yes   yes  none candidate              1
  4 24668  9414   yes   yes  none candidate   reachable  1
  5 24669  9314   yes   yes  none   outlier   reachable  1
  6 24670  9314   yes   yes  none   outlier   reachable  1
  7 24671  931d   yes   yes  none   outlier              1
  8 24672  901d   yes   yes  none    reject              1
  9 24673  931b   yes   yes  none   outlier clock_alarm  1
 10 24674  9314   yes   yes  none   outlier   reachable  1

How does that tell me which is 127.127.28.1?

And the ntpq -cv '&3' still fails:

spidey ~ # ntpq -cv '&3'
Name or service not known
spidey ~ # ntpq cv '&3'
No address associated with hostname
