I have nothing yet.  Just a start of a patch, pushed a tiny bit last night.

Minpoll=0 and maxpoll=0 are used internally to signal NTP_MINDPOLL (6) and
NTP_MAXDPOLL (10).  So until that is fixed we can not grab 0 to actually
mean 0.

If you have something that works, love to see it.
