It's done.

That's 437 lines of broken code gone.  We're now down to 85KLOC, from 227KLOC
at fork time.

I've left the report_event() calls in the protocol machine and
elsewhere.  These updated the protostats file as well as the trap event
queue.  Someday the SNMP trap code will go there if we need to
write it.
