In this section, the user is waiting for the Pi to boot, and trying to see it over the network - the Pi is powered on.  When the user tries to check if the SD card is fully inserted, if the Pi is powered on, has a springy SD card slot, and the user pushes in on the card, it will eject.  This might damage the filesystem and is probably a bad thing to do when power is applied.  In this section, if they can’t see the Pi on the network after whatever time frame you want, instruct them to unplug the Pi from the power supply before checking the insertion of the SD card.
