Testing ntpd and/or timing from gpsd

They introduce delays, but they are insignificant on this scale.  If you want 
to measure them, you should use an oscilloscope rather than NTP.

Real serial ports on a PC include that sort of chip.  Nobody worries about 
the delay through it.
