sys/timepps.h & Gentoo (package named pos-tools)

In the INSTALL file, it mentions the need for sys/timepps.h for a stratum 1 server.  It lists the package Fedora & Debian package names that include sys/timepps.h   If you want more linux flavor coverage, the package name for Gentoo is also "pps-tools”.
