New 0.5 draft of the SemPiTernal HOWTO

In the section to build NTPSec, I don’t think there’s a step to install it:

$ git clone https://gitlab.com/NTPsec/ntpsec.git
$ cd ntpsec
$ waf configure --refclock=20,22
$ waf build
------------------------------------------------------------------------

On my system, nothing was moved out of the “ntpsec” directory...
