./waf install hangs on FreeBSD 10.2-RELEASE-p14/amd64

Has anybody seen this?  Or hints on how to debug it?

^C doesn't work.  kill -9 does.  I normally run it from a script.  It does 
the same thing when I run it by hand.

It builds and checks on that system.  Running as non-root hangs before it 
complains about permission problems.

It builds, checks, and installs on other FreeBSD systems:
  9.3-RELEASE-p33/i386
  10.2-RELEASE-p9/i386
  10.2-RELEASE/arm (BeagleBone Black)
  11.0-CURRENT/arm (Raspberry Pi)


It was working a while ago.  I think that was before I did a freebsd-update 
to get from -p9 to -p14.
