Eric,

What started me down this path is Gary's ntp.conf and comments therein.  
Also nearly every thing to read out there on gpsd and ntp, says start 
gpsd first.

I'm not saying either way is right or wrong.  Logically in this case 
where we know we want gpsd to feed ntpd it just makes the most sense to me.
