With a clean copy, and attention to detail, I see:
sanjeev at X201wily:~/SRC/111/ntpsec$ git bisect
goodc636735228e68bbd90eef8b74a20d76fee6ffed6 is the first bad commit
commit c636735228e68bbd90eef8b74a20d76fee6ffed6
Author: Eric S. Raymond <esr at thyrsus.com>
Date: Sat Jul 9 07:56:19 2016 -0400
Address GitLab issue #70: waf should die if it can't find
sys/capability.h...
...on Linux. For security's sake, make kibcap required on Linux so
droproot
will always be available.

Please confirm that the commit comment is a typo, you are looking for libcap
Edit: I kept reading the earlier error message as "libpcap", which I have
installed. I have now installed libcap-dev , and the configure is golden
again.
I will be in San Francisco next week for a couple of weeks, and would
happily abase myself with libations of beer to all the devs, to apologise
for the noise.
