Broken links in ntpsec documentation

For all but two links, it was possible to find the page again on the same
(or similar) website; the paths had changed.

For one (clock.co.jp), the domain expired last year.  The only hits to the
domain are in NTP documentation copies online.

For another (Rockwell), alternative copies of the manual have been found
and linked.

This completes (merge request sent) this issue.  All links work.
