Broken links in ntpsec documentation

Hi,

Crawling the docs/ directory, I am seeing broken links to external sites.
This is probably because hosts have disappeared, or vendors have moved
their website structure.

My rough count is about 15 broken links.

There are also fixable _syntax_ errors in mailto: , these are awaiting a
merge.  Hint, hint.

For the broken URLs, should one:

   1. Leave as is; bitrot will always occur, and much of the documentation
   has historical value as a record
   2. Try and locate a new copy; failing which elide the text

Guidance, please.
