Why does waf configure require perl?

Sounds good.  I assume wa will skip those tests if it can't find perl.

There is another test opportunity.  If built with --enable-saveconfig, 
ntpd/check-config.sh will sanity check the parser.  It's probably worth 
making one of the buildbot systems run it.

It's used by some of the utility scripts.  sh too.

I added a comment and added mandatory=False to all 3 of them.
