Tessting for sys/timex.h

>From a NetBSD box:
  Checking for header sys/timex.h                : not found
  Compilation check failed but include exists sys/timex.h
  Checking for header sys/audio.h                : not found


On NetBSD and FreeBSD 9, sys/timex.h needs sys/time.h
It works without it on FreeBSD 10

Some/many of the places where timex is used in pylib/configure.py include 
time but some don't.

Should I/we just add it to the places where it is missing?  Is there a chance 
that will break something?  ...
