You mobilize another ephemeral association.  There is probably some sanity 
check for a total limit.

This area merges in with pool processing.  There is some background code that 
discards extra ephemeral associations.  I'd have to check the code for the 
details on "extra".

I think it uses the normal IP Address for that interface.

If you want real answers, you can backup to 9.0.3 (I think) and setup the 
broadcast/multicast stuff and play with it.  I think I tested all the cases.
