Well, that was easier than I expected.

The MRU request in Mode 6 now takes a "recent=" parameter that
instructs ntpd to skip shipping MRU records until it gets to within
a specified number of the end of the list (that is, the most recent records).

ntpmon now uses this.  Which means it should no longer hang when
querying servers with very long MRU lists.  If it does, something else
is going on.
