ntpmon should be more usable now

I have changes that remove a lot of leftover multicastclient and broadcastclient code that isn't used any more.

They build but need testing, and I won't get to that until early next week.

Or I can send you the diffs (500 lines) or patch or whatever.  Or I can just redo what I've done after all your changes.
